The economic and social impacts of the recent digital revolution are unprecedented in the history of mankind. In a very short period, and at a very high speed, the (Information and Communication Technology) ICT industry transformed all types of economic sectors, changed the way goods are made, changed the way services are provided and led to the appearance of new categories of businesses and products. The effects of the digital revolution are still going on, and as stated by the Progress and Freedom Foundation, “Simply keeping track of what is happening, let alone comprehending it, seems to be an overwhelming task”.

Information and knowledge are replacing capital and energy as the primary wealth-creating assets. ICT led to new work models, new management approaches and models, high workforce mobility, new financing approaches …etc.

Innovation, technology know-how and creativity are becoming very important for the survival of businesses and industries..

According to Wikipedia:

“A digital economy is an economy that is based on electronic goods and services produced by an electronic business and traded through electronic commerce. That is, a business with electronic production and management processes and that interacts with its partners and customers and conducts transactions through Internet and Web technologies”

The ICT industry is the major driver of the digital economy. The worldwide market for ICT was estimated to be worth $3.15 trillion in 2006, with $1.57 trillion spent on the communication segment, $537 billion on hardware, $730 billions on services, $317 billion on software. Worldwide ICT spending is expected to reach $4 trillion in 2009.

In recognition of the role of ICT industries in transforming economies and re-shaping modern industries, The Saudi Computer Society (SCS) has decided that the theme of the 19th National Computer Conference will be:
